The redevelopment plan calls for demolishing the buildings and constructing a new mid-rise building that will replace all existing units and add a significant number of units that are affordable for families who live and work in Alexandria.
The development will foster a mixed income community and economic diversity in Old Town North.
The site will have direct access to three bus lines and walkable access to the metro with an enhanced pedestrian pathway. The development will provide additional ridership to support transit routes.
This development will replace the 170 existing subsidized homes on the site today and add high-quality workforce housing for individuals and families in the City of Alexandria.
The project will be set back from the street to create an enhanced pedestrian experience. There will be wide sidewalks, street trees, and a defined street wall.
Parking at the site will go underground to increase density, define the street wall, and create open space. Some parking spaces will have EV charging options.
The project will feature flood mitigation measures such as elevated entrances and water infiltration systems.
Sustainability will be a central feature of the project. The team will incorporate the latest green building standards and the project aims to achieve National Green Building Standard (NGBS) Silver.
WinnCompanies and IBF Development, in partnership with the Alexandria Redevelopment and Housing Authority, are transforming the current Ladrey Building and adjacent ARHA admin building into an affordable, mixed income community.
Since its founding 50 years ago, Winn Companies has developed nearly 20,000 units of affordable housing, the majority of which are mixed income or affordable housing utilizing LIHTC and other affordable funding sources. Winn has delivered more than $3 billion in total development costs, earning a national reputation for excellence. Ladrey Redevelopment project will be led from Winn’s Mid-Atlantic office in Washington DC. Founded in 2006, IBF Development is a Washington, D.C.-based minority-owned firm that primarily focused on the preservation of affordable multifamily housing and local hiring in the Washington, DC metropolitan area. The Alexandria Redevelopment and Housing Authority (ARHA), for over 80 years, has provided affordable housing, economic opportunities, and a suitable living environment free from discrimination for the citizens of Alexandria.
The redevelopment plan calls for demolishing the current Ladrey, 11-story, 170-unit high-rise building and constructing a new mid-rise building that will replace all existing units and add a significant number of units that are affordable for families who live and work in Alexandria. Some of the design features in the new building will include, green design, ground level and rooftop open space, modern and energy efficient appliances, larger average units, underground parking, and sustainable landscaping. All current Ladrey residents will be relocated at the expense of the developer and will have the right to return at the same rent level when the building is complete.
Our goal is to modernize the Ladrey property to better serve the needs of the current residents and to serve the workforce of Alexandria who need affordable, high-quality places to live.
The team has just submitted their initial concept site plan. The project is currently working its way through the entitlement process and incorporating community and city feedback into their plans.
